Articles concluded at Hopewell, on the Keowee, between Benjamin Hawkins, Andrew Pickens, Joseph Martin, and Lachlan M'Intosh, Commissioners Plenipotentiary of the United States of America, of the one Part, and the Head-Men and Warriors of all the Cherokees of the other.
The Commissioners Plenipotentiary of the United States, in Congress assembled, give peace to all the Cherokees, and receive them into the favor and protection of the United States of America, on the following conditions:

ARTICLE IX.
For the benefit and comfort of the Indians, and for the prevention injuries or oppressions on the part of the citizens or Indians, the United States in Congress assembled shall have the sole and exclusive right of regulating the trade with the Indians, and managing all their affairs in such manner as they think proper.

Would this mean that a large or small group of (All the Cherokees) signatories has to seek permission from Congress to injure or oppress other signatories or citizens?
Would this mean that Congress has derelicted its duty to protect The Chickamauga Nation from injuries and oppressions by other (All the Cherokees) signatories?
Would this mean that Congress has managed the affairs of and allowed or authorized the genocide and ethnic cleansing by (All the Cherokees) signatories against The Chickamauga Nation?
Would this mean that Congress, in its Plenipotentiary power, endorsed genocide and ethnic cleansing against the people of The Chickamauga Nation?
Would this mean that a large or small group of (all the Cherokee) actually have the Plenipotentiary power over Congress since Congress is incapable of providing Comfort as well as preventing injuries and oppressions against The Chickamauga Nation by a large or small group of (all the Cherokee)?
When will Congress Comfort and Prevent Injuries and Oppressions against The Chickamauga Nation?
