EDITORIAL: This is a hand signed letter from Shelby discussing holding defensive positions against the Creek and Chickamauga and all the time intending to protect his state through military action even though Congress has told the military to only provide defensive protection to the states.

Governor Shelby fully expects that the Creek and Chickamauga Indians will attack frontier settlers as soon as winter breaks so he requests authority to take measures for the defensive protection of the frontiers of Kentucky.
